Who Really Has Power To End Gov Shutdown

Democrats are demanding that President Trump re-open the government, implying that he alone controls whether it's open or not.  Congress has so badly abdicated its responsibilities that no one is asking Congress why they don't reopen the government.  Article 1, Section 7, allows them to override any Presidential veto with a ⅔ vote by both houses of Congress.  If Democrats & Republicans really wanted to reopen the government, they could pass a spending bill and if President Trump vetoes it, override it.  There is always a political solution if politicians are willing to use it.
