Senator Cory Gardner says Russia is a state sponsor of terrorism. Gardner is reacting to an NBC News report that Russia is likely the foreign actor responsible for attacks against U.S. personnel and diplomats in Cuba and China.
Gardner says "If the NBC reports are true, this is a direct attack by Russia against the United States."
