Competing Initiatives for Road Funding - Which is Best?

There are two initiatives on Colorado's ballot aimed at road improvement.  Prop 109, the Fix Our Damn Roads Amendment, would authorize $3.5 billion in bonds without raising taxes.  Prop 110 would target road funding by raising taxes 0.62 percent.
